What does this mean? This means that the GFCI that is currently made cannot be made after June 28th 2015, and the new self test model must be the only type manufactured. What it means to you is that the New GFCI that is made after June 28th will cost you about $3.00 more than the current model. The GFCI without the self test can be sold and installed after the June 28th date. They can be sold and installed as long as supplies last, however supplies are not expected to last very long.
